With the rapid development of social economy, the environmental pollution is being serious day by day.Among this, the pollution of waste electrical and electronic product is especially prominent.The improper processing of abandoning these can creat the serious atmosphere, the soil and the water pollution.In view of this, the various countries’ governments pass the legislations related circulation economy one by one. At the same time,the reverse logistics of waste electrical and electronic product also gradually becomes the popular domain which the academic circles studies.This article also attempts to provide the beneficial policies for the Chinese government and correlated enterprises throuth the study of related theories and practices of recycling pattern of Waste Electronic and Electricity Equipment.And the article want to carry on the beneficial exploration and the attempt on the recycling patterns adapting to China.Under such background, this article also takes the effective recycling of waste electronic and electricity product as the key point of the research.As one kind of new environmental protection system for the purpose of promoting the improvement of environmental effect condition in the entire life cycle of product,“Extend Producer Responsibility”manifests the important transformation of environment management pattern in the today`s society.Based on this, many countries and the organizations introduced laws and regulations in view of the waste electronic produt. For example European Union has promulgated the WEEE instruction and ROHS instruction.And Sweden is one of the earliest countries that practise and impel the extended producer responsibility. The legislation of Japanese circulation economy is most complete in the world. After the analysis of their legislation work,this article proposes the suggestion to the weakness, simultaneously also makes the summary to the content being worth refering. At present,there are three kinds of reversion physical distribution patterns:Original Equipment Manufacturer Take-back,Producer Responsibility Organization Take-back and Third-party Take-back. The article carries on the thorough analysis to three kind of patterns from production enterprise’s view and the angels of strategy, management, technology, management and so on. Then the article constructs a simple closed loop supply chain model and conducts the quantitative investigation to four kinds of models derived from the reversion physical distribution patterns.The article obtains the most superior price and most superior profit of the production enterprise in each kind of model and after carrying on the crosswise comparison to two values,gains three valuable conclusions to the production enterprises. In view of the Chinese recycling situation at present,the article establishes the supply chain driving decision analysis model of the Distributor Take-back Pattern. And through the solution of driving models,we obtains several conclusions which are beneficial in improving the efficiency of reversion physical distribution. Finally based on the discussion about five kinds of payment mechanisms of European Union and other developed countries, in view of national condition, the article proposes two kinds of Chinese style payment mechanisms,which are the handling fee in the price and the collection of recycling and processing funds.
