Along with our country’s deepened reform in social and economic organizations as well as inner differentiating of development areas, those who have the formidable industry cluster and the scale superiority as well as the remarkable geographical superiority have already stepped onto the stock rail, and develop quickly. But the majority of development areas, because of lack in the primitive industrial accumulation and reduction of policy superiority in those places, face with latent development bottlenecks. Around the planning idea of spatial network-mixture and demand level’s evolution on function, it emphasizes that we must embark from crowd’s need hierarchy in development area’s different developing phase, to provide an networking, richly invariable and organically growing public service facilities system, meeting different crowd’s public service needs and the request of industrial promotion of development areas. And basing on the real research of the Hangzhou Bay Economic Development Area, it points out that we should launch the study of type measure of public service supplies and the spatial layout, forecasting scale of service population and of different level’s public service facilities, to meet multi-dimensional public service supplies of different needs, making development area’s public service system developing to the direction of fairness and coordination.
