Abstract


The 16th Congress of the party has put forward a goal that the overall well-off society will be built up in 2020, which will be as a phase developing goal on the path of realizing the third step of strategic objective.“well-off society or not,lying on the housing condition’’. It is obvious that the housing condition is a most important criterion of measuring whether to achieve the overall well-off level. Nowadays, Three Rural Issues become serious subjects which are influencing economic development and the progress of constructing overall well-off society in China. A basic way of solving the issues is to develop the small towns in a more cost-effective manner. But in our small towns, a lot of residents’housing condition is lower than the well-off’s. So developing the well-off housing is becoming most important. In addition, with the enlargement of the city, 100 million farmers will change their agricultural household register to nonagricultural from then on. How the government resolve their housing problems, how the relative enterprises in real estate cooperate each other, so as to build well-off housing in the new period. Based on this idea, the article chose this subject as the title.In this paper, the author expounded the history of constructing well-off society, the nature of small towns and the importance of small towns housing in constructing the overall well-off society firstly, which will lay a foundation of the analysis theoretically for the article. The article started with the glorious achievement of the history and the analysis of status quo about the housing construction in small towns. The author laid emphasis on the macroscopical orientation problem in the small towns’ housing construction, paid attention to the research of the modality of small towns housing, and proposed the new ideas. The author ulteriorly demonstrated that it should emphasize the economical practicality and use technological innovation to impulse the housing industrialization and construct the era-innovative small towns housing.In conclusion, in order to push into the construction of overall well-off society ,we should hold well the policy tropism, improve the residents’condition, consummate governmental security function, insist continuable development tenet, innovate consumption demand, satisfy characteristic idea and ameliorate the housing circumstance in small towns.
