The Land Reclamation in Mining Area of Northwest and Its Affection on Regional Spatial Structure

Abstract


With the increaseing dependence of social development on the basic energy and appearance of more coal mine in west, the large-scale land of north-west begins to collapse, and it is urgecy to protect ecological environmental and carry out land reclamation. From the perspective of sustainable development of the north-west mining area, people should take active measures to regulate the conflict between ecological environment and the the coal mining.On the basis of land reclamation research at home and abroad, this paper proposes that reclamation organizational model is a key factor in success of land reclamation, and for the the characteristics of north-west mining a fragile ecological environment, drawing on domestic and foreign mining land reclamation experience, Daliuta mine as an example, the objective of land reclamation of northwest mining area is to industrialization,and the paper establishes a pattern of land reclamation, including land-use reclamation and organizational model in order to achieve the success of land reclamation and continue to carry out the purpose. Then this paper discusses the affection on region spatial structure of mining area and its surrounding areas.In this paper, Daliuta coal mine’s land reclamation should be based on eco-environmental governance,and form the mode of industrial park, high-efficiency agriculture zones, the town for community-building, and ecological restoration-based treatment. In the form of organizational mode of land reclamation,there are two institutions, land reclamation Company and land reclamation Committee with the respective responsibilities,and four system including production system、land system、funds system and support system. For production ,it will provide various productions. For Land property rights,it will be unified acquisition、mining and reclamation.,and form the new pattern of "company and farmer".At the time of reclamation,the coal mining land uses can be changed in accordance with ecological needs; For founds,it will set up funds for land reclamation from more ways,and make the circle between land reclamation and funds.For social security, it will set up a driving force, environmental capacity and service support system.Spatial structure of the mining area will be greater impact.For economic spatial structure,coal industry led the development of non-coal industries to promote the sustainable development of the mining area;For social spatial structure, the integration of urban and rural areas will be accelerated;For the material spetial,the polarization pattern will be appeard.If the scope of the concept of ecological governance model be extended to surrounding areas, the spatial of Daliuta town will show a new spatial pattern.This article holds that the adoption of reasonable land use patterns and organizational patterns will be able to enter a new stage of development for mine land reclamation in the north-west, and to promote the sustainable development of the mining area.
