Abstract

China is a country with a large population in the countryside, village governance, village cadre plays a government agent and a village when the family’s dual role, its capability and quality is directly related to our socialist new rural construction effect. Therefore, the selection and cultivation of a high-quality high level of rural grassroots cadres is essential. On Village Cadres’ competency research, can be our country village cadre selection, evaluation and training to provide reference and standard, as the village cadre examination work and the construction of rural grassroots organizations to provide reference.Current, our country socialism new rural construction needs to cultivate a high level of high-quality rural basic cadres; on Village Cadres’ competency research, can be our country village cadre selection, evaluation and training to provide reference and standard, as the village cadre examination work and the construction of rural grassroots organizations to provide reference.In this paper, the first part and the second part is about village cadres’ competency theory analysis. The first part of the analysis of the village cadres’ competency theory. In the concluding and summarizing the previous research results on the basis of village cadres, village cadres, competency basic concepts were defined. At the same time, discussed the village cadre competency survey theory, put forward to the interview and questionnaire the combination, as the research methodology based on.In the second part of village cadre competence is defined as the main purpose, on the perspective of new rural construction of village cadre duty for text analysis, identified the village cadre competency elements system to build the basic principle, on this foundation, from theoretic setting village cadre competency level 3 element system, and the 65 three grade connotation were clearly defined, making the" village cadre Competence Element Dictionary".In the third part, the fourth part and the fifth part is the theoretical analysis results of empirical research. The third part mainly for measuring tool design is discussed in this paper, introduced to village cadre competency elements as the measuring content, using questionnaires and interviews as a means of measurement, design of village cadre competency questionnaire and interview outline of the principles, methods and approaches.The fourth part elaborated the research objects, methods, processes and results. P town as the medium developed villages and towns and the construction of new rural pilot villages and towns, to village cadre competency research is of typical significance.The fifth part of the survey data statistics and analysis, through the statistics and scientific analysis, formed a cadre of leader of villages and towns, village cadre and villager 3 kind of different groups of people for P town village cadre competence elements of the evaluation and the importance of the evaluation for the core content of the" P town village cadre competence factors survey statistics", according to this table to the P town village cadre competency actuality and expectation of.Finally, the sixth part of this article on the basis of the above research, summarizes 3 enlightenments:the first, village cadre of competence evaluation has high tendency; second, village cadre knowledge shortage, investigation and study ability is poor; third, village cadre competence should be improved further. At the same time, put forward to strengthen construction of village cadre 3 suggestions:first, to strengthen the education and training of village cadre, rich knowledge system; second, construct a scientific evaluation system of village cadres, village cadres to promote capability; third, perfect village cadre incentive mechanism, to further promote the new rural construction in china.
