Abstract


With the advancement of higher education popularization,independent institute have developed.Recently years development independent institute will rely more and more on supports from the whole society.Of all the difficulties,the most overhanging is that of raising funds for operation. This article adopt the theories of management sciences and pedagogy,to solute some problem .This article studies the main purpose is to solute independent institute educational expenditure short question,constructs the fund raising pattern of theIndependent Institute.Based on the researches made by other scholars,and by adopting eliterature synthesis method,theoretical analysis,comparative analysis,and date and survey research。This paper is innovative in three aspects : first,construction theory of Independent Institute fund raising ;second,stratification analysis on influencing factor of china’s Independent Institute educational expenditure short question.First,has carried on the detailed introduction to the independent institute fund raising theory,has analyzed the overseas higher education fund raising theory development advancement.And has carried on the reasonable analysis to the academic circles about the independent institute’s dispute question.In discovers Our country Independent Institute fund raisingresearch area to themassive reference synthetic study foundation in being short of with insufficient.Next,through the review independent institute’s development course,in the analysis independent institute fund raising present situation and the independent institute fund raising has the property fight overdependency tuition、the fund raising structure unreasonable,lack clear department of fund raising,fund raising system not perfect and so on many questions.Proved stratification analysis on influencing inside and outside factor : the fund raising organization not perfect,lacked the monitoring system and government subsidy.Independent Institute fund raising the crux. Third,in face of sever situation of shortage of higher education funding,any conventional concept and experience can’t handle difficulty.If the government turns a deaf ear to thedifficulties and challenges faced with higher education,worse problems and even crisis will occur.In the market economy circumstance,the most direct way is for the government to increase its investment,however,the government’s financial force has its limits.More important is that,under the premise of increases in its investment,the government shall take bold steps to initiate reasonable system ,and to solute independent institute educational expenditure short question from inside and outside factor.Finally,constructs singularity independent institute fund raising pattern and the multi—dimensional fund raising pattern,the realization fund raising way diversification,in defined property fight foundation , through joint stock system transformation realization independent institute and capital market docking,solution independent institute’s fund raising difficult position.
