Abstract


The opening of PE resources of HEIs to residential areas serves tc build a conservation-oriented society.Based on their respective realities,we will respond to the sports demand of residential areas through opening PE resources of HEIs,which will achieve a better use of resources.And we will also have a study of the status of HEI PE facilities opening to residential areas that aims at a more rational distribution and development of HEI resources,which will also improve the utilization of resources,reap more social and economic benefits and better meet sports demand of the residents.The article hereof will have an analysis and discussion starting from PE resources in Anhui HEIs on the feasibility of Anhui PE resources opening to residential areas.Through methods of documentation,surveys,case study and statistics, the article hereof presents profound investigations and a systematic analysis of the status of PE resources in Anhui HEIs benefiting residential areas and reaches following conclusions:1.A majority of Anhui HEIs deems that their sports facilities can meet the demand of students while about one third of the HEIs gains extra financial returns through the opening of their facilities.The engagement of HEI PE teachers in such fields is low as a result of their attitude toward and mentality of participation of off-campus sports activities.2.Internal & external driving factors for PE resources in Anhui HEIs to open to the society.The opening of PE resources in HEIs to the society can alleviate the shortage of PE sources in society on the basis of meeting the requirements of PE work in HEIs,thus meeting the demand of the vast people and providing finance for PE work and creating a win-win sound result.The financially compensated opening of PE sources is a proactive measure for the subsistence and development of HEIs,the purpose of which is to fully utilize current PE resources in a rational way and meet the demand of physical exercise at higher and more varied levels,thus playing an active role in relieving shortage of PE resources while avoiding wasting them and promoting the development of society sports.3.factors affecting opening of PE resources in Anhui HEIs to societyThe opening of PE resources in HEIs to the society is restricted by finance,management mentality and incomplete regulations.Besides,a limited scope of knowledge of some teachers also prevent promotion of some sports with high requirements.The IT work in some HEIs lags behind with a low level of utilization,thus impacting the effectiveness of opening of PE resources in HEIs to society.proposals:1.The development and utilization of PE resources in HEIs require a emancipated mentality.2.Meeting the requirements of PE class and training is the prerequisite to financially compensated opening to public.3.The financially compensated opening requires to enhance and improve PE resources management rules and regulations,and establish a standard procedure and rational scheduling and management in a scientific way.4.For those HEIs not being able to provide such service,they should best open their PE resources to better serve nationwide fitness programme.5.The state and the HEIs shall put into full play their administrative functions to provide necessary supports in terms of education,PE work and finance.
