Abstract


In March 2004, the Xinjiang Uygur Autonomous Region party committee, the regional government jointly issued the decision to \specific requirements. The paper is divided into five chapters. This study does not intend to start the investigation and discussion from the theoretical basis for policy formulation or process, and try starting from the implementation of the policy dimensions, the process of implementation of the policy as the object of study, contact history and reality, and many other factors at the same time, be empirical research. On this basis, the combination of theory through the field for a long time in a specific field investigation to understand the process of policy implementation, as well as in the interaction between different groups involved in this process and attitude assessment, in order to obtain a more realistic understanding of thinking, put forward some useful suggestions.
