Abstract


Public building can be of very significance and indispensable in humankind’s daily life, work and social communication and can be an important representative of city style. In recent years, as rapid development of china’s economy and the society itself, the number of public building has increased steadily. By contrast, there do exist a bunch of problems such as energy-consuming, relative-low usability. Without effective tool of analysis and evaluation, somehow the government, as the main driving power for development of public building, is hard to get an insight into the problems in the operation of public building and a consequent failure of improvement.In order to get a root and branch improvement of the quality and function of public buildings, based on a thorough review and research on all the references available, this paper introduced the concept-POE from north American post evaluation system and built up a POE model for public building from the perspective of the theory of stakeholder and went further to built up a POE model for courtroom and researched on its application.Firstly, this paper analyzed and summarized references to POE and introduced POE theory of the post evaluation system in North American. After detailed description of the concept of POE and its characteristics, in combined with attributes of public buildings, this paper identified the concept POE for public buildings.Secondly, after going through the basic theory of project assessment and public project evaluation and taking into account the characteristics of public buildings, this paper held the stakeholder theory as theoretical foundation of public building post occupancy evaluation and then established public building post occupancy evaluation system from the perspective of users’demands for architectural features.Thirdly, according to public building POE system, the elements and contents of POE model were determined based on the functional analysis of public building by WBS, and then this paper established POE model of public buildings from four aspects: project breakdown, the main building breakdown and function breakdown.Fourthly, this paper determined factors that might affect the court normal working function in view of the different users’tasks and functional requirements of courts, and then established the court POE model including four parts: data identification, envelope system, the main function and evaluation data following the steps for building up public building POE model discussed above.Finally, this paper collected data of eleven courtrooms in four law courts with Likert scale questionnaire which was chosen according to its advantages among various data-collection methods and analyzed the collected data under the POE model built up above and went further to demonstrate its use in offering constructive information to guide designers, which could make better service of public buildings available.
