Abstract


SME is a significant force of Socio-economic activities.The establishment of SME credit guarantee system for SME to provide credit support for financing SMEs to ease one of the effective ways.Japan was among the first to establish a credit guarantee system for SMEs of the country.At present,Japan has been in the framework of the organization and operation mechanism of the formation of a unique experience and features,quite typical.In 1998,China began a pilot project,the credit guarantee company to provide credit support for SMEs.After 10 years of development,has achieved good results,but also exposed serious problems.How to draw on the useful experience of developed countries,China’s national conditions for the establishment of the credit guarantee system for SMEs is a need to address an important subject.Based on the basic properties of the credit guarantee and economic theory,based on Japan and China’s SME credit guarantee sector development,SMEs from Japan and China’s credit guarantee system for comparative study start,compared to China in order to establish and Improve the credit guarantee system for SMEs have enlightenment.This article first systematic summary of China’s and Japan’s SME credit guarantee industry and the characteristics of the status quo,and policies and regulations,organizational structure,running,add credit and compensation, supervision and construction of social credit system in areas such as the specific comparison by comparing the Analysis found that China’s credit guarantee system for the problem.And select Aichi,Japan and China,Jiangsu Province,to carry out comparative analysis of the evidence used to prove the fact that credit guarantees have a strong vitality.Finally,with credit guarantees from the relevant government,in collaboration banks,SMEs,credit guarantee agencies in the four point of view put forward to improve our credit guarantee system response.Highlighted the need for the establishment and improvement credit rating mechanism of the credit guarantee for small and medium enterprises.And at the provincial level in order to improve the security agencies as the main body of China’s re-guarantee system,the establishment of the security industry self-regulatory organizations,as well as the establishment of an effective security agency compensation system.Finally,committed to enhance the capacity of SMEs to credit,improve the environment for SME credit.
