Abstract

Urbanization is the important sign of human civilization development,be also the important stage that social productive forces development.Our country urbanization rate already has improved greatly since the reform and openness,and being in a stage of fleetly development now.The need accelerating a course of urbanization,being to structure harmonious society all round,the need being city and countryside plan as a whole develop,the need being also that our country participates in economic globalization;economic integration actively.Urban-Rural-Integration-Area(URIA) being a city and deriving from on rural area region system basis combining with,it is a city and rural area double effect outcome.Be located in the city and countryside union not only construction provides raw material for the city resident lives, develops,natural cover for defense being also city protection of ecological environment.Land of URIA has city land common characters,characteristic also having rural area land.Judging from the city angle,it is located in the city border area,is a forward position that the city expands;judging from rural area angle,it is at last line of defense that rural area cultivated land protects.The effect that therefore,the land of URIA makes use of that are used a field by city construction,the restraint accepting farm land.Harmonize URIA making use of good combination of town and country to be tied in wedlock,make the person satisfy the city construction need with the field and the call for protecting farmland,have active practical or immediate significance.Land is one kind of sparse incomplete but precious natural resources and irreplaceable important assets,its reasonable makes use of the sustainable development being related to society economy directly and deploys.The course of urbanization makes city range expand unceasingly, Whose area land use shows characteristics such as complexity,trend nature,transition nature and so on.The urbanization has made extrusive conflict of imbalance between supply and demand,and has produced the land use a train of problem.These problems has affected land utilization’s not only but persistence has developed,be also restricting the course urbanizing.At the same time,be extended forward position of city,URIA being the area that land use changes most frequently beyond doubt combining with,is also weak link managed by territory administration administrative department. Therefore,land makes use of problem that the uninterrupted growth urbanizing the propulsion and the city arouses combines,need our timely exploration and study in a deeply way,look for science, Be to strengthen URIA land administration,the sustainable use pushing forward land submits corresponding measure and suggestion,to look forward to being that government department concerned works out a relevance,policy provides a reference or draw lessons.In summarizes in the domestic and foreign experts’ research foundation,this article has adopt theoretical analysis and demonstration analyze method,systems analysis law and so on,has been analyzed the course of URIA land use problem,and has been studying combining with the demonstration Daxian URIA.This article altogether has seven parts:PartⅠis pandect.It has set forth selected topic background and purpose and significance studying the go into content having submitted the main body of a book,has summed up the technology route and method.PartⅡis the theoretical basis for research.To define the urbanization and URIA,and outlines the location of land-intensive use of the theory,systems theory which will use in this studyPartⅢis to urbanize the analysis being in progress URIA land use mainly.It has summed up development of our country urbanization first,have suggested that our country urbanizes a developing trend.Second,I have brought forward the factors affecting land utilization’s such as population,economic growth and industrial development etc.I have analyzed an impact of course of urbanization over URIA land utilization aspect such as structure,spatial distribution,function and economic benefits finally.PartⅣis to sum up problem such as putting up the primal problem that URIA there exists in land use in the course of urbanization,being out of control if cultivated land is not that the agriculture spends a phenomenon being outstanding,land use plans out of control mainly.Drive analyzing out economy benefit,land use plans lags etc to produce UR/A land use problem.PartⅤtakes the example of Daxian URIA.I have summed up Daxian county combination of town and country the course of urbanization and the circle fixing range of Daxian’s urbanization first. Analyze out an impact of urbanization over Daxian URIA land use structure,price and use turn around secondly.Have brought forward a series of problem that the Daxian URIA there exists in land finally,have produced and these problem cause.PartⅥis pushed forward countermeasures which resolve the problems with URIA land use in urbanization.Work out the land use plan mainly from science,supervising and regulating and controlling to resolving the problem of URIA land use in urbanization.
