Abstract


Grain for Green Project is not only to promote the implementation of the new century, the rapid development of forestry six key projects, is one of the world's top ten key ecological projects, one of the world's ecological construction in China and has a very important position. Grain for Green Project is our largest investment in ecological engineering, but also of ecological engineering involves the most extensive, the most complex ecological process engineering, forest engineering construction after-effectiveness, is the focus of the society. For the benefits of returning farmland to construction problems, to carry out evaluation work is necessary. This paper analyzes the effectiveness of current domestic and international forestry projects and research status of evaluation index system on the basis of returning farmland to forest areas in Hebei Province as the research object, a theoretical summary and statistical data combined method, respectively, of Grain for Green Project Area population, employment structure, grain yield, and economic changes in income and other indicators of the status of the system; while using VARMA methods, after the second difference, select the goodness of fit of the model, the higher the social benefits of Hebei Province farmland area forecast analysis. The results showed that: (1) through forest and rural employment structure had changed a lot. Hebei farmland total population increased year by year, decreasing farming population engaged in non-agricultural labor force, and with increasing years of returning farmland to forests, the trend has become increasingly evident. (2) Grain for Green Project farmland area will impact food production. After the implementation of returning farmland to forests, cultivated area is reduced, causing the total grain production decreased, but remained unchanged basic farmland, farmers with abandoned lands will be used for that part of the original capital investment to purchase pesticides, fertilizers, farm tools and other production materials, strengthening basic farmland and water conservancy facilities, labor per unit area, fertility, significantly increased investment in science and technology to improve the quality of arable land, thereby improving the grain yield and production yields. (3) Grain for Green Project in Hebei farmland area of ??rural household income and consumption situation also had a great impact. Annual per capita net income of farmers increased year by year, the family's economic situation had improved, farmers' living standard has been raised. (4) through farmland in Hebei District social benefits of predictive analysis concluded that the increase in the number of years as returning farmland to forest, farmland area of ??social benefits and more obvious advantages. After returning farmland to local food production is not affected, forest policy becoming more scientific and reasonable, on food security issues affecting smaller and smaller. And with the increase in the number of years and returning farmland to forest policy Perfection, farmland area per capita income growth rate is also more apparent. Grain-benefit analysis for the research paper provides a scientific, objective analysis of the indicators and methods, the results will be in the future Grain for Green Project in Hebei Province and the smooth implementation of the scientific decision-making has some theoretical value and practical significance.
