Abstract


Recently,it is more difficult to hold the relationship between the financial supervision and the innovation because of the whole world financial crisis caused by the sub-loan crisis. However,the half closeness of financial department in China caused by excessive control becomes the critical factor to avoid this financial crisis.At present,the supervision upon capital sufficiency basing on stability and efficiency is becoming the key and difficult fundamental research.This article will mainly analyze the historical tracing of banking capital supervision,the necessity of banking capital supervision,and the relationship between banking capital supervision and the stability and efficiency,then this paper mainly analyze the problems exiting in the supervision of the Commercial banks in China,and finally gave some advice to prompt the bank capital supervision of Commercial banks in our country.The capital sufficient supervision carried by supervision organization can not only help the Commercial banks to reduce the operation risk and the risk motive in order to guarantees the bank stability,but may also help the Commercial banks to improve the management and operation performance and then to the prompt the operation benefits.In the traditional viewpoint of economics,the stability and efficiency can be substituted. However,the capital sufficient supervision may integration the banking stability and efficiency naturally.Basing on the empirical research of 14 listed city banks date from 2006 to 2008,we find that the capital sufficient supervision effect is not obvious in our country,and this paper further analyze the reasons for this issue.After the sub-loan crisis,the capital sufficient supervision has been the key factor of the Barthel agreement,which is increasing accepted by many developed market economy, including the Europe,the US and so on.Concerning to China,which is gradually integrating to the global economic and becoming the significant force of global economic, to normalize and institute the capital sufficient supervision is a correct choices.In order to regulate the capital sufficient supervision effectively,this paper think that unite the inside and the outside is the important safeguard,accumulation may enhance the banking capital sufficient level and the market restrain is the necessary supplement.
