Abstract


The Chang-Zhu-Tan Urban Group as one of the national Two-Oriented Society is to carry out the strategies of achieving balanced development among different regions and implented the rise of the central area as well as promoting coordinated development among different localities. After more than two years of efforts, the Chang-Zhu-Tan region not only achieve the financial area, electric power, communication with the network, but also the "environment protection" has been ranked in a priority position. The Emissions trading policy plays a vital role for achieving environmental treatingThis thesis based on the domestic and international emission trading research results and practical experience, combined with the actual use of sulfur dioxide emission of the Chang-Zhu-Tan regions. It presented public management and combined with the theory of Institution Economics, the systematic theory and Real option positive analysis. Tan tried to explore the establishment of regional sulfur dioxide emissions trading system, especially in the initial distribution and secondary market trading price of sulfur dioxide, to provide policy basis and technical support for the emissions trading system’s establishment and to accelerate the integration process for achieving seeking new ways of environmental treating. The terms are that:First, on the basis of the study sulfur dioxide Emission Trading at home and abroad, executing its successful pattern, imposing analyse its necessity and feasibility on SO2 emission trading in the Chang-Zhu-Tan region, constructing an corresponding framework and applying Fuzzy Evaluation to its effectiveness evaluation for emissions trading.Second, Applying the introduction of real options and real options approach, has designed Sewage decision-making analysis model on enterprise, and took Changsha China Power plant as an example, analyzed the enterprise to be supposed to in which situation carry on the internal emission item investment, in which situation purchase emission from outside, and accomplish the total quantity control goal and carried on the analysis to a concrete case with B-S model.
