Abstract


Since entered the industrial society, because the people abuse the resources intemperately in the production active procedure, to the environment emissions harmful pollutant, the cause environment worsens gradually willfully. Environmental pollution’s appearance has close contacting with enterprise’s production and operating activities, regarding our country’s environmental pollution type mainly for domestic and foreign enterprises“three waste”emissions; therefore to discharges the pollution enterprise’s rules and regulations is our county environmental pollution rules and regulations key point. Divides through the game theory analyzes the enterprise and the government rules and regulations relations, the government makes the corresponding rules and regulations countermeasure to the enterprise, changes the enterprise pollution discharge condition by this. Enterprise the behavior which adopts regarding government’s rule and regulations divides for with the government cooperation deals with the behavior and with the government does not cooperate deals with the behavior, the cooperation deals with the behavior to have the possibility to obtain the business economic income and the environmental protection altogether wins; Does not cooperate deals with the behavior including the solicit rules and regulations rules and regulations“the captive”the strategy ,the enterprise to carry on the information conceal behavior as well as the direct escape rules and regulations pollution behavior using the information asymmetrical superiority ,these will not cooperate deal with the behavior to reduce the environmental pollution rules and regulations policy the implementation rules and regulations policy the implementation effect, will not favor the environmental protection goal realization.Possibly chose in view of different enterprise deals with the behavior differently the situation, this article minute analyzes the influence enterprise different environment to deal with the behavior the factor. Bases in does not affect enterprise own growing strong and raises the environmental pollution rules and regulations policy implementation efficiency the starting point, proposed the corresponding environmental pollution rules and regulations policy suggested : The formulation encourages the enterprise to choose the cooperation to deal with the behavior each kind of policy, maximum limit reduces the enterprise to choose does not cooperate deals with the behavior the motive, the guidance enterprise participates in voluntarily positively the environments and environment achievements win-win diligently.
