Abstract


City Public construction of public facilities , educational facilities , health facilities , and cultural and sports facilities as the main content has become an important part of building a harmonious society in China . Meanwhile, the welfare of public facilities for the county central city with the implementation of significant research and planning , has also become an important issue of concern and discussion in the field of urban planning . The Chengcheng example , from the operating mechanism of the nonprofit public facilities and the Chengcheng nonprofit public facilities planning two aspects to be studied . The paper first introduces the research status of nonprofit public facilities at home and abroad , and from the perspective of the social product , the constituent elements of the welfare and quasi - welfare public facilities , operation mechanism and its impact on public policy manifestation . Second author of Chengcheng provides an overview of the development status of educational facilities , health facilities , and cultural and sports facilities ; usage and demand through research , discovered and summarizes the problems existing in the planning and implementation process ; thus from public facilities operating mechanism , planning standards and the development trend of different perspectives on the problems to do in-depth analysis , and to explore the appropriate operating mode . Again , I past planning caused enrollment to some extent difficult medical treatment is difficult to analyze the problem of the lack of cultural and sports facilities , thinking : educational facilities configuration should be a regional perspective , the use of the dynamic method predicted number of various types of facilities planning , develop appropriate land use indicators ; health facilities from the region , to build urban and rural medical and health service system in the county and two community health service system , which is built in the city ; cultural and sports facilities to meet the needs of people of different levels . Based on these studies , the thesis of the County Center City Public Public facilities planning thinking : Public facilities planning should reflect the city planning to public policy ; planning workers should correctly understand the indicator system : planning procedures to ensure that public facilities planning rigidity.
