Abstract


In recent years,many talent recruitment market in all parts of our country come news one after another,all kinds of skilled talents in short supply very much,because a lot of enterprises can not employ the talents suitable face the severe situation.Someone calls this kind of phenomenon "the skilled worker neglects".Relevant experts judge,if the current situation can not be solved,certainly will become the bottleneck which influence lasting sound development of economy of our country.This text mainly includes five parts:Introduction,the study of vocational education, the current situation of skilled talent’s shortage,the analysis of skilled talents’value in the situation of skilled talents in short,develops in the vocational education policy and system’s support.In the first part is mainly introduced this article research background;to the skilled talents,the value concept has carried on the limits;domestic and foreign to educational value research present situation;to studied the significance and the research technique has carried on the introduction.In the second part,this article has conducted the thorough careful research to the vocational education.First has carried on the definition to vocational education’s concept,simultaneously used the literature law to comb the vocational education development vein.Vocational education’s development divides according to the mature degree,may divide into:Germination period,initial stage,preliminary development time,big development time,adjustment and deepened reform time.In the article third part,this article uses the induction analysis the method,according to existing official authoritative data analysis our country skilled talents person’s present situation.At present,our country skilled talents present situation mainly displays in two aspects:First,quantity is scarce.Skilled talents especially higher skilled talents quantity is particularly short,could not meet the economic development needs,simultaneously the manufacturing industry developed area, the skilled talents short phenomenon is especially serious.Second,the structure is unbalanced Mainly displays in the skill structure is unbalanced,higher skilled talents proportion serious somewhat low;the talent’s age structure is unbalanced,the skilled talents get older the tendency to be obvious.In the fourth part,this article has carried on the analysis under the skilled talents short situation to vocational education’s latent value.Rests on the vocational education value the object undertaker divides,the vocational education value may divide into the social development value and person’s dynamogenetic value two broad headings,vocational education’s social development value may divide into the social economy value and the social culture value;Vocational education’s person’s dynamogenetic value may divide into the individuality dynamogenetic value and the individual seeks industry the value.In the fifth part,this article to developed the measure which in the vocational education policy and the system should adopt to carry on the analysis.The content including realizes the general education and the vocational education equate,to expand the investment, manifests the government to the vocational education responsibility.Finaly,this article studied last on above has made the induction and the summary.
