Abstract


The employment of university students in our country is related to not only the implementation of the "science-education development" strategy,but also the national revitalization and prosperity.With the rapid development of the reform of higher education and the popularization of higher education to speed up the process,the college enrollment expands rapidly,the number of college graduates increases progressively year by year,the employment situation is becoming increasingly serious,the employment of university students has become widespread community concern.At present,our country implements the mechanism of the employment of college graduates of "market-oriented, government regulation,school recommendation,graduates and employers to choose a two-way".In a market economy,the labor element of configuration should fully play the basic role in the market to achieve a balanced supply and demand through market regulation,in order to achieve a reasonable labor resources and optimize the configuration,the government does not make too much intervention,but the multi-intervention by no means implies that the government does not have responsibility and should be a laissez-faire market to regulate the employment of university students.In fact,the government in promoting the employment of university students bears unshakable responsibilities and obligations.However,the current study on the employment of university students in china are more concentrated in the macro level of the reasons and countermeasures for employment of university students,study on employment of university students based on government are few and far.Therefore,this article study on the employment of university studentson limited perspective and level of government’s responsibility.Using methods of market failure theory,new public service theory,public goods theory and using methods of normative analysis and empirical analysis study and analyze issue on the employment of university students. the author describes and analyzes the status of government’s responsibilities in promoting the process of university students employment,and proposes countermeasures and suggestions to the government solving the problem of employment of university students,which has important significance to alleviate the current university students for employment conflicts,develop higher education and build a socialism harmonious society.The full paper is constituted by three main parts except the "Introductory Remarks" and "Conclusion".The introductory Remarks briefly discuss the origin of the problem,the study’s condition in the Academic Circles at home and abroad,the practical significance about government concerning the issue of employment of university students,proposes the study’s ideas the study’s technique,expounds the chapter structure.The first part is the fundamental basis and the responsibility orientation of the government promoting the employment of university students.It overviews the theoretical basis and practical basis of the employment of university students.It explains the government responsibility in the process of promoting the employment of university students.The second part is the status quo analysis of the government promoting the employment of university students.It provides an overview of the reality of the employment situation of university students and the basic measures about the government promoting the employment of university students analyzes and explains main performances and the reasons of the missing responsibility in the process of promoting the employment of university students.The third part is the measures to strengthen the government’s responsibility in the process of the employment of university students.This part is mainly elaborated from five aspects:strengthening the government’s macro-control,expanding the demand of the employment;reinforcing responsibility of government services,improve the employment market environment;reinforcing government’s surveillance responsibility,ensuring that the policy is carried out;perfecting the employment legislations of the university students, providing the legal safeguard;perfecting the undertaking policy,encouraging university students to start an undertaking independently.Conclusion,concluding and summarizing the full paper’s research achievements.
