Abstract


Human resource is not only a valuable resource of the era of knowledge economy, but also the business critical and strategic resource of the survival and development of enterprises, having a decisive significance in the growth of the economic efficiency and strengthening of the competitiveness of enterprise. As a core issue of human resource management, payment management has a pivotal position in business management. Through a scientific and rational and effective payment system to attract, retain and motivate talented people to play to maintain and enhance the core competitiveness of enterprises, has become a focus of attention in the modern business world.The payment structure of enterprises is using job analysis, job evaluation techniques and methods for the payment of employee remuneration standards, payment levels, and determines the elements of the structure, distribution and restructuring, to make a scientific and rational system of remuneration.This article introduces the payment, payment management and the basic theory of payment system design first, reviews the development of the theory of domestic and foreign situation; has an analysis of Tangshan Stainless Steel Co., the company’s pay system and points out that the issues in order to target the design of the new payment system; then with the help of payment structure of the integrated factors, principles and objectives in payment system design strategy, selects appropriate design methods, combines with the actual situation of the company, designs a new payment system; after the comparison of the old and the new pay system, tries to find out the evaluation of the improved operation of the payment system effectiveness, analysis of the effect of the implementation of the objective factors as well as the aspects need to be improved in the future; finally, has a assessment and conclusion of the new payment system, pointing out the further development of its business significance.Based on the study of payment system design and application to practical, the payment system of stainless steel having been improved, this paper will strive to provide a reference for the payment system design for iron and steel enterprises.
