Abstract


Recession in the face of fishery resources, the deterioration of the ecological environment, the low level of fishing industry chain development of subsequent weakness, the fishermen less boat converting the enormous pressure of the status quo, to achieve a transformation of the way fisheries become an inevitable requirement for sustainable development of fisheries. Industrial management is one of the important contents. Fisheries industrial management is the objective requirements of the development of the market economy, is an effective way to achieve progress fisheries production technology, industry structure adjustment inherent power, but also reduce transaction costs, and shorten the time and improve fisheries effective the right choice. The thesis is divided into five parts: the first theoretical analysis of the general theory of the development of fisheries industrialization, fisheries industrial management connotation, characteristics, components, organizational models, operational mechanism. Scale economic theory, transaction cost theory, the division of labor collaboration theory and institutional change theory is the theoretical basis of the industrial management of fisheries. Fisheries industry operating in a certain extent, ease the contradiction between the scattered small production and operation and large market; market trade capabilities continue to improve, production and market docking; opened up new avenues for the promotion of fisheries science and technology; promote fisheries structure continuous optimization, initially set up a high-quality and efficient industrial system; establishment of risk protection mechanisms to protect the normal life of fishermen; prototype of the modern fishing has been basically formed. But fisheries industrial management in Shandong Province, there are still some problems to be solved: the interests of the coordination mechanisms have yet to bring the interests of the parties to form the Economic Community; technological innovation mechanism lags behind the transformation of the mode of development of the fishing industry needs; risk protection mechanism is still in its infancy; market development normal mechanism hysteresis limits fisheries industrialization; ecological environment compensation mechanism is not perfect, the deteriorating ecological environment of the local waters; government efforts to promote the mechanism to be further strengthened. Operated by Shandong Province Fishery Industrialization SWOT analysis, under the premise of Shandong Province, to further promote the fisheries industry operating environment, to sort out basic ideas to promote the industrial management of the fisheries, and thus improve the ecological compensation mechanism to consolidate the dominant industries and Advantage Industrial Zone; choose the fisheries industrialization projects, to cultivate strong leading industry; strengthening internal coordination mechanism of interest, innovation and industrial management system; improve the scientific and technological innovation mechanism, strengthening the fisheries industrial management and technology support; development of innovative market mechanisms to improve water the circulation market system; reform and risk protection mechanism to improve the fishery social security system; perfect service assurance mechanisms, and improve the fishery social service system; promote the reform of government mechanisms to actively promote fisheries industrialization Shandong Province, to further promote the industrial management of fisheries the body countermeasures.
