Abstract


With the development of socio-economic , environmental pollution is worsening . Since the 20th century , the world has taken a variety of environmental management measures to mitigate environmental problems . International concern is the initial allocation of emission rights issues . In practice , the United States has proposed three types of distribution methods : free allocation , offer for sale and public auction . The free distribution of the initial emission rights allocated unfair and less rational characteristics , using the sale price may be unfair sex , and the auction is a long history of market transactions . With its unique open, fair and just both market transactions and recognized by the public , and many economists also believe that the initial emission rights auction has an extremely important significance for the implementation of emissions trading . As the late start of the new market-oriented economic means of environmental management , of domestic theoretical academic research on the theory and practice of initial emissions trading system . Experimental economics research and even less . This paper focuses on the initial static auction of emission rights : uniform price sealed bid auctions , discriminatory price auction and the Vickrey auction ; dynamic auction : bid up the clock auction clock proxy auction ; analysis and bidding strategy . According to the research methods of experimental economics , design four auction experiment : uniform price the sealed auction experiment , discriminatory price auction experiments and the Vickrey auction experiments and upward outcry clock auction experiment . Experimental period in the 16th inning of a total of 160 , to draw some important data on the initial emission rights . To the efficiency of the initial emission rights auction , the buyer's income , the seller gains and auction volume as a parameter to the buyer's valuation distribution : normal and evenly distributed , auction number and auction factors , the above parameters variance analysis and comparison . By comparing the results obtained in static auctions , uniform price sealed auction is the best way of auction ; better than the static auction and the dynamic auction conclusion . Finally , according to the actual situation of our country , our initial emission rights auction , called dynamic upward price clock auction to auction .
