Incident of sudden and unpredictable nature of the timeliness of emergency logistics requirements are very high , and emergency supplies in the shortest possible time , in order to the quickest process and safest way transported to designated locations , in order to achieve this purpose , the organization of effective emergency logistics system is critical in emergencies . In this paper, based on the analysis of domestic and international emergency logistics theory and organizational state of emergency logistics system , select the earthquake disaster event as a precondition to study the problem of the organization of the emergency logistics system in the event of earthquake disaster . According to the characteristics of the earthquake disaster , the organizational structure of the construction of emergency logistics system materials collection center , including disaster areas outside the disaster area within the rescue center ( emergency supplies transit center ) and into the disaster areas within the service station ( emergency supplies to receive ) . Based spatial clustering method under the constraints of the grid obstacles earthquake zoning into the disaster area of each cluster , combined with qualitative setting requirements for the establishment of relief centers in the disaster area within each cluster , in order to receive external materials collection center by the disaster areas to provide rescue materials, as well as a transit center organized supplies distributed to disaster areas temporary settlements within the service station. Multi the batch distribution decision -multipoint law , building materials collection center to the rescue center of the distribution decision-making model , organizing emergency supplies arrived in the disaster area in the shortest time . Clustering method to improve the traditional system , distributed system constructed by the rescue center to a service station greedy clustering method to route decision model at the same time , considering the safety of the rescue personnel to improve distribution efficiency . The introduction of numerical examples and VC6.0 and Lingo software model algorithm , and verify that the organization of the the We build earthquake disaster event of emergency logistics system model , can reduce the risk of rescue workers rescue , and from time to optimize the emergency logistics system organizational processes to effectively meet the needs of the affected areas on emergency supplies , and to improve the efficiency of the emergency rescue .
