Abstract


With the constant improvement of China's socialist market economic system, opening up the deepening, especially after joining the WTO, the international process to speed up the rapid development of China's economic construction. Occupies an important position in the construction of fixed assets investment, infrastructure construction is in a period of rapid development, maintained a strong growth momentum in the past 10 years. As a developing country, how to strengthen the management of the project cost, efficient allocation and use of limited funding for construction, and in the same scale, standard, duration and conditions without reducing quality, reduce project cost, saving the cost of investment to improve the construction project investment in economic and social benefits, and strengthen the whole process of cost management of construction projects on the urgent need to study this important topic. Widespread serious phenomenon of \These phenomena are intrinsically linked with the cost of the various stages of the construction projects out of control. Investment in the construction project itself has a large amount of investment, the long investment cycle, a one-time investment, construction project cost management must establish an entire process of comprehensive management system. This article aims to explore ways and means to do a good job in the whole process of cost management by analyzing the problems of the widespread cost management of construction projects, in order to promote the construction project cost management more scientific easier with the international practice. This paper a comprehensive review of the historical development of the theory and practice of domestic and international project cost management process and manage the status quo, based on analysis of construction project cost management problems, and then discuss the contents of the different stages of construction project cost management and The target set, put forward the necessity of the whole process of cost management. Based on the above, this article discusses the whole process of cost management methods and measures, establish the point of view of the whole process of cost management system. Analyzes the investment decision-making phase of the construction project, the design phase, the control points of the audit stage of the bidding phase, the construction phase and completion of the settlement project cost; focuses on the establishment of the whole process of cost management methods and measures, and the various stages of construction cost management Precautions. Through research we draw the following conclusions: the phenomenon of the first construction project in China phased out of touch the whole process of cost management; second the whole process, the lack of investment in construction projects involved in the whole process of construction management experience and practical experience of a third party on behalf of the owners Cost Management; Third, we must give full play to the role of the whole process of cost management must establish investor-led, third parties involved throughout the cost management mode. Finally, through a case further analysis to establish the whole process of cost management methods and measures, affirmed the necessity of establishment of the whole process of cost management.
