Abstract

China's marine fishing accounted for 16% of the world's marine fisheries catches, is the largest country of the world's marine fisheries catches. Over the past several decades of overfishing, destructive fishing practices, as well as the failure of fisheries management policies, leading to a severe recession in China's marine fishery resources. System an accurate assessment of the stock and the value of marine fishery resources, the basic work is to develop the scientific and effective fisheries management policy. However, the fisheries survey of existing fisheries management department is unable to meet the data needs of the fishery resources stock assessment. How to sort out a more complete, objective fisheries socio-economic data, under conditions of limited data, the establishment of a set of appropriate assessment methods and models, and the assessment of the fishery resource stock and the value of academia and management of our fishery sector faces important issue. In this thesis, the method and theory of the fisheries resources in science and fisheries resource economics around these major issues, pelagic fish resources in the southern Fujian Bank fishing ground for a case study research, the following research: 1) by international and domestic fisheries resource assessment study of the theory and practice of the establishment of a comprehensive assessment of fishery resources under the conditions of limited data model, including the surplus production model, ecological and economic model of fishery resources valuation models and fishery resources loss assessment models. 2) data collection and screening. Fisheries management departments on fisheries surveys and statistics are insufficient to provide the data required by the Fisheries Resource Assessment study site survey to obtain first-hand information, and access to historical Statistical Yearbook literature search for second-hand information, expert advice, collected The study 21 catches, fishing effort, the unit cost and unit ashore price time-series data, to determine the corresponding relations of pelagic fish resources in light purse seines Minnan Bank fishing ground. 3) optimal assessment model identification. Papers will be collected to enter the establishment of a model using statistical software such as E-views, the estimated model parameter values ??and parameter comparison and analysis of statistical tests, screening and assessment the Minnan shoals of pelagic fish resources and their value is recognized optimal model. 4) Bank fishing ground Minnan pelagic fish resource inventory and valuation. 21 years of time-series data input to identify the optimal assessment model, Minnan Bank fishing ground pelagic fish resources system assessment, including the status of different property rights, static and dynamic balancing fishing effort, catches and resources stock assessment and The value of fishery resources and the depletion of resources assessment. 5) based on the resource stock and the valuation results, combined with the actual situation of the Minnan Bank fishing ground, and put forward policy recommendations related to fisheries resources management.
