Abstract


In recent years, the energy crisis and environmental crisis caused by the excessive using of fossil energy, has prompted all the countries to develop new energy industry to winning the commanding height of the new energy industry. And new energy industry in the 21st century raises revolutionized around the world. Along with the Chinese economy to energy need’s further growth, the dependence to international market of the energy supplies in our country will be getting higher and higher in the future. To develop new energy in reducing our dependence on energy imports, improve energy and economic security has an important practical significance. The development of new energy industry in Xiuzhou District is in line with the requirements of the national energy strategy, but also promote their own industrial structure adjustment, but also effectively alleviate the pressure on the environment, and promote coordinated and sustainable development of economy and society. But because of the weak industrial base and lacking of the experience on development of new industries, the government of Xiuzhou met with some difficulties and problems in practice.Therefore, how to accelerate the development of new energy industry with public policy is an important subject that all the government must study. The new energy industry policy has a general characteristic of the community policy, also because of involves the economical industrial domain to have its own characteristic.So we must take the counter measures following certain law. At present, the new energy research and practice of industrial policy is not enough depth in domestic, and it is necessary to revolve around the topics of further research.The full test takes the new energy industry of Xiuzhou as the research object, and accordances with the logical order of "discovery problem - analyze the problem - to solve the problem", launches the research from the perspective of public policy, discusses the government departments how to take measures to promote the development of new energy industry. The paper has mainly utilized the literature search method, the comparison analytic method, the qualitative analytic method and the SWOT analytic method and so on. Through the library and internet, CNKI, CQVIP, ILIB electronic database for information, the sunlight fuel, technology and industry, outlookweekly and periodicals and all government documents, is a collection of the new energy industry development and the government’s industrial policy of data.The full test generally can be divided into three parts.The first section related to the theory of industrial policy, proposed the importance of the new energy industry policy study in Xiuzhou District. The second section discusses the status of energy industry and the problems in the development of new industrial policy, and the reasons were analyzed. The new energy industry development in Xiuzhou lack of planning, low in concentration, low level of service supporting, and low force on the preferential policies to support, etc. The reasons for these problems is due to all administrative levels of the main access to information is not complete, space layout is not reasonable and there is no formation of industrial clusters, the limitations caused by the local economic and social development level and industrial structure, and lack of policy support system integration and enhanced. The third section, reference in the comparison of the experience on development of new energy industry policy in domestic and foreign, the proposed on the development of new energy industries policy in Xiuzhou recommendations in four areas: First, strengthen the planning-oriented. Secondly, improve the concentration degree of new energy industry, and the third is to optimize the service package of the industrial development, fourth is to strengthen the Government’s policy of incentives efforts.
