Although animal welfare legislation already abroad is not a new thing , as early as 100 years ago , the United Kingdom will have a first Animal Welfare Act , and now , more than 100 countries around the world with the animal welfare legislation . However , animal welfare in China is still a bit strange , animal welfare legal system in China is still very scarce . Start from the concept of animal welfare , focusing on analysis of the origins and theoretical connotation of the Western theory of animal welfare . On the basis of the analysis of the concept of animal welfare , compared to the theory of animal welfare and animal rights theory , analysis of the similarities and differences of the positioning . The third part of the article describes the proposed and Evolution of the Animal Welfare Act , and explain the legal basis of the Animal Welfare Act . The legislative purpose of the Animal Welfare Act is not only to protect the animals , but more importantly , to safeguard the interests of our humanity , our moral training , maintenance of public health and safety of our society , and food safety . The fourth part of the article briefly describes the origin of the animal welfare law in a foreign country , as well as the United States , Germany and South Korea , the Animal Welfare Act , and trying to draw on the useful experience of animal welfare legislation through the introduction of foreign animal welfare legislation .
