Abstract


The arrival of knowledge economic times changes a lot on management ,and the important role of person , all make the field on the exercise of executive authority of the national civil service motivation research increasingly urgent. Motivation play a role base on the organizational structure, the motivation of China’s civil service is built on the bureaucratic structure of the administrative organization. The author believes that China’s bureaucracy is still in the administrative organization of the progressive construction, there is a real studying necessary between the imperfections of our own bureaucracy and motivation of civil servants .This article attempts to demonstrate the plight of the civil service’s motivation arising from the bureaucracy. Basing on our bureaucracy system of the present situation of civil service motivation, Combining the characteristics of the times, tried to absorb some thinking of the New public management, to explore some useful responses to civil service motivation from concept to practice areas, Bureaucracy in the administrative organization of the process of improving the achievement of an effective motivation to the civil service has become the focus of this article as well as a problem trying to explain.
