Abstract


Since the late 1990’s, the Internet was comprehensively and widely applied as the core of modern information communication technologies in government affairs, e-government - the new concept began to disseminate widely at the global level, it set off a massive development boom, also. In this far-reaching development, the governmental organizations, as society’s largest information resource owners, producers, users and transmission, are faced with an unprecedented baptism. With the applications of information and communication technology, all levels of government organizations generally concern how to improve governmental organizations, how to reorganize public administrations, how to improve the efficiency of government management and level the governmental organizations to further enhance and how to develop the productive forces, competitiveness and services. E-government service, which working as the basic component of e-government activities, and related research is attracting more and more international and domestic extensive attention. It has made progress in many areas. To put it simply, building e-government means the government should make effective use of modern information technology, to provide automated information and other services. Through a variety of information services, we have to build a responsive, efficient, qualified government.As the "National Congress report" raised, "to transform government functions, improve management methods, implement e-governance, improve administration efficiency and reduce administration costs, form a coordinated, fair, incompatible, clean and efficient administrative system ." Information technology will be effectively integrated into the Government’s administrative business. It can enhance the government’s decision-making level, enhance administrative efficiency and quality. On the other hand, the development of the Internet has provided the government with a good service environment and communication channel to serve residents, businesses and other clients better. This article summarizes the status and current problems of building e-government in Qingshan District from 2002 onwards. Through fully learning from the advanced experience both at home and abroad and combination with its actual situation, I put forward some proposals on the policy of constructing e-government.This article holds that the local e-government construction is in favor of the conversion of the grass-roots government operational mechanism, in favor of the function transition from management-based to service-based. It also will be beneficial to local government performance as well as the savings of administrative cost and the improvement of democracy. According to these, the government should set up the targets which fit to the actual situation, in accordance with the main principles of leadership personally, by the way of further strengthening cooperation with departments and agencies, connecting the sub-systems at all levels of government and inter-networking, and improving the soft environment to serve the regional economic development, to improve people’s livelihood and to build a harmonious society. This article is going to analyze some important problems occurs in the course of building e-government, with a view to play a beneficial role in promoting local e-government research and development.
