Abstract


Civil servants are the wielders of the public power, on behalf of the state to managepublic affairs，undertake the historical mission of“govern the country and stable city-state”.As a special kind of professional ethics, the Civil servants professional ethics is theaggregation of thought and behavior standard , that can adjust between Civil servants internal,between Civil servants and the executive authority, between Civil servants and the country,between Civil servants and the society. It is a kind of constraint for the Civil servants’using of“The public power”, it also establish the professional ethics standards for other occupations.In recent years, due to the loopholes of the system and the problem of the professional ethicseducation, the whole professional morality situation of Civil servants is not optimistic. Theunhealthy phenomenon like bureaucracy, deception, corruption has already seriously affectedthe great image of our party and our government.On March 4, 2006，CPC Central Committee General Secretary Hu Jin Tao put forwardeight honors and eight disgraces as the main contents of the socialist concept of honor anddisgrace, It is the indispensable important content of modern civil servants professional ethicsconstruction. The socialist concept of honor and disgrace, with eight honors and eightdisgraces as its core, is an organic combination of Chinese traditional virtues, the excellenttraditions of the party and the spirit of time. It provides the civil servants professional ethicswith guidelines. To improve the current of our country’s civil servants professional ethics,we should guided by the socialist concept of honors and disgraces, building system of civilservice commitment, system of civil servants ethical investigation, perfect our country civilcompensation system and establishing legal system of Civil servants moral construction ,promote our country civil servants professional ethics construction level.This article consists of three parts: the first part explains the basic concept and theory ofthe socialist concept of honors and disgraces and the civil servant’s professional ethicsconstruction, involving its connotation and significance; the second part systematicallyanalyzed under the socialist concept of honors and disgraces the civil servant’s ethicalperspective, involving its problems and reasons; the third part proposes a comprehensivepromotion of civil servants professional ethics guided by the socialist concept of honors anddisgraces.
