Abstract


The reform of the government bodies to solve the fundamental problem is about the“people”and“money”issue. The success or failure of the reform in much degree depends on the public finance system reform, and the public budget is an important element of this reform. Based on the analysis of problems in China’s public budget, the paper also discusses on the establishment of the path, basic measures and related supporting measures of the public budget management model.
