Abstract


Traffic through up the guarantees necessary for the urban sustainable socio-economic development. Orderly urban road transport in the city to play the role of the propeller. Traffic congestion as a typical representative of the \Urban road congestion pricing as a transportation demand management measures, through economic means to adjust the spatial and temporal distribution of traffic flow, reduce transportation needs, thereby reducing traffic congestion. The paper begins with an overview Congestion Pricing Theory and research at home and abroad. According to China's national conditions, respectively, from a the national macro perspective, the relationship between supply and demand as well as the time for the city, the the space angle by point, line, surface level of analysis of the causes of road congestion. Congestion adverse effects mainly to reduce the level of service, urban production, the increase in the cost of living, increase energy, land resource consumption, increase the probability of traffic accidents occur, such as environmental pollution.
