Abstract

Water resource is the important material base of human survival and social economic development. Water resource of China is facing a severe situation that water supply and demand situation is tight and the water pollution is on the rise, the lack of water resource has already been the outstanding problem which restricting the economic and social sustainable development. Although The lack of water resource has its natural reason, there are two main reasons which made the waste and extensive pattern of water resource, one is the water resource fee has not been effectively levied; the other one is we have not built up the wholesome compensation funds and efficiently compensation method of water resource. The sustainable exploitation and development of water resource depend on building up the scientific and reasonable compensation mechanisms of water resource.To build up the compensation mechanisms of water resource, one hand we can restrain the loss of water resource resulting from the improper utilization of water resource and mitigate the tension of water resource shortage; the other hand we can raise funds conserving water source、abating the pollution to protect the water resource, that can coordinate the ecological、social and economic development. Zhejiang is a big province on the economic front, but it’s a small province in the natural resource. There are only 1814 cubic meters quantity of water resource per person in Zhejiang, it’s less than the average of the whole country which is 2200 cubic meters per person, at the same time we are facing the outstanding problem of the serious water pollution and uneven distribution in time、space and region in our province. To solve many problem of water resource, the government of Zhejiang province has expended great effort to develop the construction of water infrastructure, and actively explore developing water resource compensation work. Now the government has preliminary established the charge system of protecting water resource, and has basically implemented the charge system of sewage treatment, has strengthened the financial transfer payment force, and has been exploring the market trading mode of water rights. But in general, the water resource compensation work is still at the starting stage, the compensation force and range lag fairly far behind the target of water resource effective protection and recuperation. So we desiderate to make a deep、systemic research of perfecting the water resource compensation mechanisms.The thesis is based on the related theories about the systematic discussion of water resource compensation, this thesis is beginning with the inner requirement of the water resource compensation mechanisms which need to build by the government of Zhejiang province, it’s aiming at the present status and existing problems of water resource compensation in Zhejiang province. And then we make preliminary division and calculation with the water resource compensation region and standard of Zhejiang province .we raise the countermeasures and suggestions such as optimizing the price forming mechanism、building up the market trading mode of water rights、perfecting the input mechanism of water resource compensation and other related matching policy and measures. we are trying to provide beneficial reference to consummate the water resource compensation mechanisms.
