Abstract


Planning by the State Council, the national highway network for inter-regional social and economic exchanges have played a huge role, with the forthcoming completion of the network of the country high and the rapid development of the local economy, the social and economic development in the region is growing demand for high-quality, high-speed traffic. Local highway with the National Highway Traffic aortic artery of effective convergence times, for speeding up the process of urbanization and regional development is essential to better play the objective requirements of the overall effectiveness of the highway network, its huge development needs. However, the drawbacks of highway financing system in China has long led to a serious lack of funds for construction, financing structure is irrational, risk financing, these issues also will be the local highway development obstacles. Therefore, to solve the funding sources of reduce financing risk is the most important issue to promote local highway development in the future, we must attach great importance to study and resolve as soon as possible. The local highway project revenue bond financing can effectively optimize the financing structure, resolve the financing risk, to provide a more reliable source of funding for local highway channels, should be the dominant mode of financing local highway development. In this study, the integrated use of public economics, money and banking, highway economics, transport economics and other disciplines of knowledge, to take the theory with practice, a combination of qualitative and quantitative analysis, comparative analysis and other research methods, object of study connotation, characteristics, applicability, and issuance system, a more in-depth study. Research content of this paper is divided into four parts: the first chapter of the first part of the proposed research background and significance, to define the scope of the study, the Summary of domestic and foreign research results, establish the basic framework of the full text of the study, the full text of the study; second of the second and third chapters, presented the premise of the theory of local highway development and financing problems facing the starting point is the full-text research; third part of Chapter IV, Chapters V and VI of place Expressway project revenue bonds connotation, applicability and distribution system, and is the focus and core of the full text of the study; Part IV of Chapter VII, to be concerned about the development of local highway project revenue bond financing and resolve key issues, the full text the end result of the study.
