Abstract


Urban traffic congestion has become a common problem of the various countries in the world today in the urban development , China 's major cities have also been suffering from traffic congestion troubled . Congestion is not only a serious impact on the city 's economic and social development , and returned to the daily life of urban residents has caused great inconvenience , especially residents travel even more powerless . In other words , urban traffic congestion has become an important factor to hinder the development of our city . For this reason, how to solve the traffic congestion this problem has become an important task of the local government at all levels . In this paper, based on field research and collecting literature , use to ease decision-making theory to analyze the problem of traffic congestion in Shenyang City : traffic laws and regulations are not sound , not strong enough traffic police enforcement , traffic safety education and publicity is not in place ; road network structure and layout of confusion and poor traffic signal installation , the parking gap ; public transport travel low , the increasing rate of private car travel , the decrease in the rate of non - motor vehicle travel . After careful analysis , we believe that the Shenyang Municipal governance traffic congestion focused mainly led by the municipal government is responsible to develop or improve the rules and regulations of the relevant traffic , emergencies , clear the specific responsibilities of relevant departments , increase traffic infrastructure funding . The same time, the application of advanced intelligent systems to real-time control and guide the road network traffic flow , so as to achieve a reasonable and orderly traffic running target . Measures : the municipal government and its relevant departments to establish and improve traffic emergency response mechanisms , to strengthen the traffic police team building , education and publicity efforts to increase traffic safety , rational planning of road network structure , the application of intelligent systems , to ease traffic flow the number of real-time control of parking , real-time optimization of bus lines , real-time guide to private car travel . Also in favor of the introduction of the world's most advanced solution , that the application of intelligent transportation system to ease traffic flow .
