The rapid development of information technology as the leading high - tech group that gave birth to and promote a large number of conventional weapons have a significant difference on the working principle , failure mechanism and mode of combat , and significantly improve the operational effectiveness and benefit-cost ratio or the formation of new military capability of high-tech weapons groups, namely the new-concept weapons . New-concept weapons in non-lethal laser weapons are not directly attributable to the fatal death , equipment destruction and the destruction of the ecological environment , but by specific technical means \equipment to force the enemy into submission or to prevent its action , at the same time turn the death and destruction of equipment and facilities to a minimum means . In this paper, a detailed analysis of the transmission characteristics of the laser in the atmosphere , and deduced the the attenuation law when the laser transmission in different weather conditions and , based on these characteristics , improve the quality of laser transmission method , and to improve the combat effectiveness of the laser weapon system . The article also discusses the laser non-fatal injury criteria of the laser temporary blinding effect on the human eye to judge based and laser photodetector injury . In order to ensure that the emitted laser power and power density in different weather conditions and the distance to the human eye can produce temporary blindness , a large number of laser transmission field experiment , and the experimental results of the data analysis and processing , through mathematical the modeling under different weather conditions , atmospheric attenuation of the laser beam theory and experimental data combined , at different distances , the laser power output control under different atmospheric conditions within a controlled range .
