Abstract


Along with the era of knowledge economy approaching, higher education research has become a main force in scientific and technological research and innovation. And based on the goals of serving Zhejiang’s economy and thus becoming a teaching and researching comprehensive university, Zhejiang University of Technology has made remarkable achievements in the scientific research field while it does a good job of teaching. Those scientific research achievements are the following: rapid grown of the total amount of research funding and the number of projects, the significant enhancement of the project level, the continuous increase of scientific research achievements, the improvement of the structure of scientific research team, and the upgrading of academic status. However, in the process of research and development, it has exposed a lot of research and management problems, such as the outdate concept of scientific management, inadequate incentives, and ineffective serving for national and local leading industries.On analyzing internal and external scientific research environment of Zhejiang University of Technology, this dissertation has analyzed the present research situation and problems that this university faces. Furthermore, resting on the management scientific related theory, the writer puts forward some suggestions to improve the level of higher education’s scientific management. First, to innovate the management ideas with the theory of system management, thus circulation scientific research management ideas are constructed. Second, to innovate rules and patterns of scientific research management. Third, to foster innovation teamwork and strive to cultivate discipline leaders. Fourth, to set up incentive mechanisms and evaluation mechanisms with incentive mechanism theory. Last, to create an information platform for the scientific research management and research management system, and achieve a full range of scientific management.
