Abstract


China's accession to the WTO will not only promote the vigorous development of China's economy, will also lead to more intense competition and deeper changes. China's banking sector as an important part in the development of the national economy, with the deepening of financial reform, the opening of financial markets increasingly, the same faces opportunities and challenges brought about by the new stage. To speed up the pace of the small and medium-sized commercial banks, allowing it to implement more effective business strategy, business processes, more perfect, more sharpening core competitiveness. Uneven development of the domestic IT outsourcing market, small and medium-sized commercial bank IT outsourcing strategic alliance to build not only enable it to better respond to changes in the external environment, but also to enhance the bank a competitive advantage, promote financial innovation, active throughout the small and medium-sized financial markets significance. The papers from the relationship between the small and medium-sized commercial banks and IT service providers start to study the characteristics of the supply and demand sides. Specific elements: First, the basis of the bank IT outsourcing research in accordance with the domestic and foreign scholars, the proposed strategic alliance to establish win-win cooperation introduces the idea of ??the work practice of IT outsourcing to small and medium-sized commercial banks; followed by the formation of a strategic alliance, motivation and organization study of the characteristics of the analysis, summed up the significance and role of small and medium-sized commercial bank in China to establish a strategic IT outsourcing strategic alliance; contradictions and risks facing the status quo of small and medium-sized commercial bank IT outsourcing and outsourcing process is summarized; fourth explore how to build strategic alliances, to be analyzed, especially in the choice of the form of strategic alliances, partner selection, and implementation of the decisions of the strategic alliance; Fifth, through the effective management of strategic alliances, and other issues come to the small and medium-sized IT outsourcing strategy coalition-building in the commercial banks will be the only way of cooperation in the specification banking and IT service providers. The main conclusions of this paper are: (1) small and medium-sized commercial bank in which the process of sharpening the core competitiveness must strengthen the pace of construction of information technology, IT outsourcing is imperative path; (2) small and medium-sized commercial banks and IT service providers should build a strategic alliance with the significance of long-term cooperation, reduce the operating costs of the enterprise, to jointly cope with the competition and the challenges of a new era; (3) the use of multi-objective evaluation and decision method to help small and medium-sized commercial banks, the selection of strategic alliance partners, the alliance partner effective integration of markets, resources, strategy and culture. (4) by reference to the decision-making model to guide the strategic alliance of IT outsourcing in small and medium-sized commercial banks, although the availability and operability, but still need further improvement, only an idea and concept, only for the actual work of reference.
