The uncertain information processing and dynamic judgement problem in transmission network planning (TNP) are researched. First, aiming at solving the random and fuzzy uncertainty in TNP, a model based on credibility theory is established. Then, the dynamic step length in adjustment of angle of quantum gate, quantum crossover and mutation strategies of quantum genetic algorithm (QGA) are proposed, the above-mentioned transmission network planning model is solved by combining the random fuzzy simulation and IQGA. Finally, considering the multi-objective and multi-stage characters in TNP, a dynamic comprehensive judgement method based on SPA and AHP is proposed. The calculations show that the proposed methods are efficient and practical.
