Abstract


In this paper, the transformation of government functions in China and the development of voluntary service as the background to analysis of voluntary activities for the subjects of government action to the conduct of the government to choose for analysis of factors, to regulate the voluntary service of our country the need for government action as the breakthrough point to volunteer for the border areas of research. In this paper, based on the government’s actions in order to volunteer for research perspective, designed to explore the face of burgeoning voluntary organizations and volunteer activities, the Government should be to define how to act, in order to make use of voluntary service to achieve the functional advantages of "good governance".China, after decades of volunteer service in the development of youth voluntary service, community volunteer services, "grass-roots" volunteer service, international voluntary service and other fields has made remarkable achievements, but my room for the development of voluntary service has not been effectively tapped, voluntary service face many constraints, which requires government departments as the effective action. However, there is our government in the development of voluntary service, there are some inappropriate behavior, the main problems: their own voluntary services in the absence of a correct understanding of the position, lack of legal status of voluntary organizations to establish and support the development of policy for voluntary service. The executive-led government was too strong and inadequate supervision of the voluntary spirit of community education superficial and lack depth, the social security mechanism for volunteers, etc. are not sound enough. This article describes a number of foreign countries in the development of voluntary service experience in the government’s actions, based on the theoretical foundation, policies, and so learn from abroad for China’s volunteer service in the status of the government’s actions in regulating and improving my volunteer service in response to the government’s actions have done a of a number of tentative, intended to seek experts and peers, draw attention to in-depth study of this issue, continue to promote voluntary service in our country to institutionalize the development of pluralism.
