Abstract


With the social security system in the popularity of the city , the social endowment insurance system for urban residents tend to improve . However , in the vast rural areas occupy nearly 70% of the population of the country's population , in general , or to take the traditional family pension mode . The pension problem has gradually become the hot issue of concern to the community , and the market economy to bring development opportunities in rural areas at the same time , the problems of the rural social old-age security challenges : Although the traditional model of the social old-age security features sorrow retreat , but still heavy to bear responsibility of the rural old-age , old-fashioned pension model is facing challenges and crises ; institutionalization of rural social pension insurance has been considered to be the hope to solve the problems of the rural social old-age security , however, because of the limited scope of the role of the government-led social security system , a short period of time to establish comprehensive coverage and the full range of the social security system is not realistic , and therefore difficult ; community endowment in economically developed rural areas , has a strong vitality , but only one-sided solution to the rural pension problem in some areas . The plight of the face on the design of the system , the rural social old-age security is urgently needed from institutional innovation , the establishment of rural social old-age security should be adapted to local conditions , should be diversified , multi-layered. Special stage of the socio-economic transformation in rural China , rural old-age needs to be refined form of legislation . By virtue of the authority with mandatory law , as well as practical implementation , in order to fundamentally solve the problems currently encountered .
