Abstract


Interconnection and interworking is the premise to fair competition, the basis of effective competition and the necessary measures of breaking the monopoly for telecommunications industry. The problems existing in interconnection can be summarized as "long delay in connecting", "connecting but not working", "working but not being clear", and "being clear but not lasting". They have produced strong reaction from the public. These directly resulted in the users’ dissatisfaction and great pressure on responsible departments of the government. Interconnection and interworking among telecommunications networks involve complicatedly technical, economic, regulatory and understanding problems. And among them there are many contradictions. After the third-time recombination, the three full-service operators, which are China Telecom, China Mobile and China Unicom, will face much tougher competition. The coopetition in the full-service era is not cliche, so interconnection and interworking will be confronted with new challenges. Only if we solve those leftover problems and create a good environment between the telecommunications networks can we take full advantage of the existing network resources, avoiding redundant construction, and thus can we rapidly improve the network value to achieve the "win-win" objective and benefit the vast number of consumers. Thereby we can further promote the development of the information industry.Firstly, the thesis elaborates the development course of interconnection and interworking from the five aspects of the situation of market competition, regulatory measures, operators’ countermeasures, the effectiveness and significance of the policies. It chooses some cases related to interconnection and interworking occurring in many places during the last ten years from the instant book. Furthermore, it analyzes the root of the problems through those cases. Secondly, the thesis gives an analysis of the strategies used by the operators and comes to the conclusion that operators can succeed in completely solving the problem of internet arrears through coopetition by means of economic levers which is able to strengthen the supervision and improve the internet clearing system.Finally, the thesis sets forth the proposals, including the balance of benefits, the more forceful supervision and full understanding among the operators, to solve the existing problems.
