Abstract


The whole world has placed increasingly great emphasis on scientific research work. As the key factor of national scientific and technical innovation system, universities are shouldering the major responsibility of scientific research. Given the facts that governments at various levels are increasing their investment in the scientific research and that, colleges and universities are carrying out a teaching staff recruiting system, the evaluation on teachers’ scientific research work has since been attached with more importance. As a matter of fact, many problems have occurred due to the unreasonable aim of evaluation. By studying the aim of evaluation in scientific research work of university teachers,we can solve the unclear in aim of evaluation of university teachers and push the development of the whole society.The theoretical basis of the aim of evaluation in scientific research work of university teachers are following: first, the study of Chinese ancient way; second, Western humanism theory; third, teachers professional development theory, and fourth, discipline development Theory. Currently the aim of evaluation in scientific research work of China are following: first, motivate the research initiative of teachers and researchers and compete for the reputation of the university; second, as a basis of research topics and the allocation of research funding; third, as a basis of promotion and allowance. According to the study, some problems existing in the aim of evaluation of teachers’ scientific research work in China’s universities are listed as following: First, attract importance on study for others, ignore study for oneself; cause improper scientific research competition; reduce teachers’ personality; unhelpful for the development of the whole discipline. The aim of evaluation in scientific research work of England are: first, as a basis of research funding for higher education institutions; second, to promote the development of academic disciplines; third, as a basis of scientific research award for outstanding teachers; and fourth, provide decision-making for the government and universities. The inspiration of the aim of evaluation in scientific research work of England are: first, the purpose of the evaluation focused on the development of the evaluation function; second, promote the development of disciplines and third, focus on the evaluation of overall teachers and downplay the evaluation of individual teachers.To solve the problems lying in the aim of evaluation of teachers’ scientific research work, the key factors are as followed: firstly, encourage study for oneself, enhance teachers’ professional development; secondly, diagnose the advantages and disadvantages of discipline, cultivate scientific leader and group; thirdly, in order to push ahead the development of society, universities should set up new evaluation value; explore the direction of the reform system and the last one, push ahead technical innovation to serve for the whole society.
