Abstract


Since China’s Reform and Opening Up, being difficult and expensive to see a doctor has been an increasingly serious problem. Especially since the Council Development Research Center and the World Health Organization China health system reform cooperation topic-based group officially published the report ----“Medical Reform is not successful”in 2005, the Public hospital has become the focus which the community denounces. How to develop the Public hospital soundly has been an important issue which people from different fields commonly cares .Theorists have conducted some researches from seven aspects : the management structure, the quality safety control, the service innovation, the management of economy, human resources management, the management technique, the medical culture construction , but this has not been able to reverse the passive situation the Public hospital faces. Public hospital still have problems in five aspects ---- economization of management methods, vulgarization of service marketing, formalization of diagnosing and treating service, narrowing of the internal contradictions buffer space , extension of management and operation , which causes the consequences that the nature of the public welfare is weakened, the relationship between the patients and the hospital is intensive, the hospital management is relatively extensive, the hospital achievements is relatively low, the service quality and the medical safely. lacks safeguard.By comprehensively examining these problems with Scientific Outlook on Development, the author has analyzed the crux and proposed that the key to develop Public hospital soundly is constructing a set of scientific and stable internal management pattern. This pattern should implement the ideas of putting people first, working with the attitude of the public welfare medical service, serving health , stressing development ; It is also required that the contradictions and relationships between government leadership and the demand adjustment, between the nature of public welfare and the management behavior, between the hospital construction, the staff grow and the populace health, between the hospital function and the hospital interior service structure should be correctly processed; And the basic construction of this pattern should be: public welfare service and marketing pattern with health as its center, user-friendly diagnosing and treating pattern with demand as its direction, service-oriented personnel employment pattern with capability as its basis, and the new system of hospital interior calculation and assignment which matches medical profession characteristic.
