Abstract


The development and innovation of Tibetan higher vocational education will play an important role in accelerating economy and promoting . this paper ,from practical conduction to future development, on the basis of history and reality, theory and practice, system and policy, strives to study the development and innovation of Tibet higher vocational education. The study probes into the relation between Tibetan higher vocational education and the social economy a development, expose the internal characteristic of higher vocational education and its running rules, put forward the reform policy and the strategy of Tibetan higher vocational education development and innovation .The aim of the research is to clarify and solve such problems as issues on theories, policies and practices arising from the development of Tibet higher vocational education. The study mainly focuses on the following three aspects.Ⅰ. On the comparative studies in higher vocational educationA concentrated attention on systems and policies of higher vocational education adopted by various countries in the world and a review of them based on a comparative study ,will be helpful to the solution to some actual problems faced by the higher vocational education in Tibet, and can provide more empirical evidences for such a task .It is using for reference of USA, Australia and Germany higher vocational education model from the point of comparing and studying in the paper.Ⅱ.On the status-quo of the development and innovation Through applying the study methods such as AHP and the way of muffled all-round estimate, The inspection of Tibetan educational organizations and the status of the practice are discussed so as to objectively exhibit the achievement as well as the obstacles in the development of higher vocational education.Ⅲ.On the strategy of the development and innovation Based on the Tibetan educational practice in higher vocational colleges and in terms of discipline designing, talent training and school running, enthusiastic development, careful steering and scientific management, the internal specialty and characteristics of higher vocational education are discussed. The mode, system and mechanism to realize this higher vocational education are then brought forward.
