Abstract


In recent years, with the rapid economic development, rapidly all over into old age society, people’s health and conception change several factors such as changes in China, make the existing health management system is already completely unable to adapt to the present economic social development.2009 April, our country from the central to local party committees and governments at all levels are begun to new medical system reform. This article from medical products as public product obtains, concretely analyzed represents the government management mode of British NHS system, representing the dominance of the market model U.S. health organization model, representative government and market model combining German disease foundation and the Singapore government leading model, it is concluded that the "management mode care " will be used to promote healthy future countries, effectively reduce the important means of medical expense.This paper not only a single view from government control research and analysis, but hope from the interest game theory, the government Management theory to make medical health Management system, and learn all control medical expenses "Management mode care", with the present new medical major policy and basic goal, the design a road according to the actual situation of the way, ruian city in public financial security realize the medical institutions from "want me to do" to "I want to do" shift to enhance its enthusiasm, make ruian health service career can a trail suited to its development road. This paper through a concrete analysis of the current economic and social status ruian city, medical management present situation and the existence question, and through data analysis and puts forward the solution development forecast of current medical health ruian city of existing problems in methods, design a whole can promote health, and to reduce medical expenses residents of system and implementation plan.
