Abstract


The new type of rural cooperative medical care system is unique to China 's rural social security system . It is committed to establish a basic medical security mechanisms for farmers to help farmers reduce the burden of medical costs , and improve health care services in rural areas . The new type of rural cooperative medical care system from pilot to full promotion, has made ??gratifying achievements , the majority of farmers to share the results achieved in the development of reform and opening up , to live with more dignity , but the new type of rural cooperative medical care system to achieve the ultimate goal there are a very long way to go , there are still some problems in practice . Full implementation of the new rural cooperative medical system involving more than a dozen departments to complete this public affairs , it is very necessary to strengthen coordination between the departments . However , in the implementation process of the new rural cooperative medical reasons, the relevant departments of fragmentation of the administrative system, the department parochialism , lack of system coordination between relatively poor , the functions of the various departments did not fully play out . In this paper an overview of the new type of rural cooperative medical care system , describe the status of sectoral coordination in the new type of rural cooperative medical care system that the department discrete administrative system, the risk of sectoral coordination and lack of effective oversight led sectoral coordination mechanism loose unknown , the content and the way a single , then put forward to enhance the awareness of departmental coordination , strengthen the construction of sectoral coordination mechanism and strengthen the construction of supervision mechanism to improve sectoral coordination in the NCMS .
