Abstract


The new type of rural cooperative medical care system by governmental organizations , guidance, support , farmers voluntarily participate in multi-party financing , the individual , collective and government , mainly farmers the medical Huzhugongji system to serious co-ordination . Promotion has been a pilot since 2003 , through the joint efforts of all levels of government , collective and individual farmers to reduce the medical burden of farmers , alleviate poverty caused by illness back into poverty situation , and to improve rural health played an active role in obtaining the remarkable results . However , running many of the problems can not be ignored . The duties of which the government is a very important aspect . Government as a guide for the new type of rural cooperative medical care system , protect the healthy operation of the system and the core of sustainable development . The new rural cooperative medical system design , organization and management , and oversee the implementation of the government's guidance and support are inseparable . However , in actual operation , many aspects of the government has not done in place, government duties there are a variety of problems and vulnerabilities . In this paper, to take the historical research methods and comparative analysis of research methods , examine the new rural cooperative medical status on the basis of government duties as the starting point , the theoretical basis of the analysis of government responsibilities in the new type of rural cooperative medical care system and the practical needs , focus on government should play what role in the new type of rural cooperative medical care system , through the analysis of the causes of the lack of governmental responsibilities , trying to figure out to strengthen the countermeasures and path of the new type of rural cooperative medical care system , government duties .
