Abstract


Telecommunications universal service is an important part of the contemporary telecommunications regulation is to ensure that the basic human rights , promote economic development, improve social welfare , so that all people can share the fruits of development of telecommunications . In view of this , the universal service of telecommunications theory , policy and practice is a common research topic in academia , regulatory departments and telecom operators . This paper argues that we can not simply study from the telecommunications industry telecommunications universal service , should inspect the telecommunications universal service from the point of view of public economics . Existence of positive externalities and network effects , as well as the telecommunications industry telecommunications universal service is a significant contribution to economic growth , a typical quasi-public goods . Econometric analysis of telecommunications development to improve social welfare , further corroboration of this judgment . Therefore, the Universal Service Fund placed within the framework of public spending to study various types of rural public expenditures net income of farmers by the econometric model , the regulator will be able to be the priority in all public policy objectives in the telecommunications universal service optimal arrangement . Taking into account the reality of fiscal decentralization in practice for many years in China , the theoretical and empirical research on fiscal decentralization analysis laid a theoretical foundation for the telecommunications universal service decentralization . The comparison showed that the cost proxy model and franchise bidding theory telecommunications universal service should be to complete the transition from regulation to competition . Visit China Telecom universal service regime change , the existing problems with their environment , based on the analysis of the macro-economic level , the telecommunications universal service in rural Hunan proposed policy recommendations. The main conclusions of this paper : telecommunications network facilities is a quasi-public goods , its funding should be included in the scope of the government public expenditure ; context of fiscal decentralization , local governments should play a greater role in the telecommunications universal service ; Telecom universal service should introduce competition mechanism .
