Abstract


Defense Highway is component of the transport system serving for national defense and war and it is also a key transport route for the security of national economic construction and for guaranteeing the completion of national defense tasks. The construction of Defense Highway is not only important for the surviving, living, training and garrisoning the frontier of our border defence troups, but also is essential for the development of regional economic and for the improvement of the living standard of the people; it is not only favorable for the formation of combat effectiveness and security force, but also can play an important role of strategic deterrence, thus to restrain or delay the outbreak of war. Project post evaluation uses the actual results and benefits to analyze and evaluate the effectiveness of the project’s decision-making, management and implementation. Through summarizing the experience and learning from the lesson, this post evaluation can serve for policy makers and investors and also provide some reliable foundations for decision-making in some projects. In the same time, this evaluation can provide feedback for the implementation of the project, which is good for adjusting the construction plan timely.I based on the reference of the theory and method on project post evaluation at home and abroad, this paper has demonstrated the significance and the necessity of project post evaluation of Defense Highway construction according to the current existing problems. By analyzing the theory of project post evaluation systematically, this paper has established the contents for post evaluation of national Defense Highway construction project and on the basis of consultation with experts, it has also made some reasonable division for the major factors involved in Defense Highway construction project and has build a feasible framework of indicator system of post evaluation for highway construction projects. This paper has also made an analysis and comparison of the current commonly used post evaluation methods for highway construction projects and determined to apply the grey clustering method to the project post evaluation of defense highway construction. It has also determined the non-dimensional methods of evaluating indicator and the weight method of indicator by conjunction with the practical defense highway construction project post evaluation index. Finally, it focuses on practical case study of post evaluation of Defense Highway construction project and analyzes the results of the evaluation and the prominent existing problem in the current Defense Highway construction project and followed by putting forward some constructive suggestions to improve the current status of the Defense Highway and to elevator the lever of Defense Highway construction projects in the future.
