Abstract


Shaanxi , Gansu, Ningxia provinces arid natural environment, determines the importance of the construction of farmland water conservancy . 1929 occurred in Gansu and Shaanxi, severe drought , to some extent, speaking on Shaanxi , Gansu, Ningxia provinces irrigation development has provided a favorable opportunity ; 1931 war and the Japanese invasion of China in 1937 launched a comprehensive outbreak of war again provinces of farmland water conservancy construction played a great catalyst.
